AWS Says GPT-5.6 Terra and Luna Are Live on Bedrock in GovCloud. OpenAI's Own Bedrock Doc Lists Commercial GPT-6 IDs and No GovCloud Models.

AWS's What's New post of October 30 says Amazon Bedrock now serves OpenAI's GPT-5.6 Terra and Luna on the bedrock-runtime endpoint in AWS GovCloud (US), with the Responses, Converse, and Chat Completions APIs and cross-region inference across both GovCloud regions. OpenAI's Codex-on-Bedrock documentation lists commercial GPT-6 Astra, Sol, and Luna inference profiles and no GovCloud Terra or Luna IDs, and an AWS troubleshooting note still describes the GovCloud endpoint as reported unsupported and tells readers to confirm with OpenAI. GovCloud gets last-generation models. We read the AWS post, the AWS blog walkthrough, and OpenAI's Bedrock pages.

AWS's What's New post today, October 30, 2026, says Amazon Bedrock now supports OpenAI's GPT-5.6 Terra and GPT-5.6 Luna on the bedrock-runtime endpoint in AWS GovCloud (US), through the Responses, Converse, and Chat Completions APIs, with cross-region inference across both GovCloud regions. An AWS machine-learning blog walks through pointing the ChatGPT desktop app and Codex at Bedrock inside GovCloud.

The vendor on the other side of the deal has not said the same thing. OpenAI's documentation for Codex and ChatGPT Work on Amazon Bedrock lists inference profiles for the commercial GPT-6 Astra, Sol, and Luna, including Daybreak variants, and does not list GovCloud Terra or Luna IDs. An AWS troubleshooting note, still live after the announcement, says the GovCloud endpoint is "reported as unsupported" and tells the reader to "confirm with OpenAI." So the launch is an AWS claim, OpenAI is silent, and AWS's own support text hedges. For a compliance buyer those three facts matter more than the press release. We read the AWS post, the AWS blog, OpenAI's Bedrock documentation, and OpenAI's help article. Here is what held up.

What AWS Says, and What OpenAI Does Not

AWS GovCloud (US) on Bedrock
AnnouncedOctober 30, 2026 (AWS What's New)
ModelsGPT-5.6 Terra and GPT-5.6 Luna
APIsResponses, Converse, Chat Completions
RoutingCross-region inference across both GovCloud (US) regions
OpenAI's Bedrock docLists commercial GPT-6 Astra, Sol, Luna profiles; no GovCloud Terra or Luna IDs
AWS troubleshooting noteGovCloud endpoint "reported as unsupported"; "confirm with OpenAI"
Generation gapGovCloud gets GPT-5.6; commercial Bedrock has GPT-6
Bedrock path, generallyFast mode, image generation, voice, and cloud plugins unavailable (OpenAI feature table)
FedRAMP levelNot stated by either vendor in what we read

Two vendors, one announcement. AWS says the models are live. OpenAI's documentation, as of this reading, does not mention them in GovCloud. That is an omission, not a denial; earlier scout notes quoted a stronger OpenAI "don't support GovCloud" line that the live page no longer prints. We print what is on the pages today.

AWS's own troubleshooting contradicts AWS's own announcement, at least until someone updates it. A support note that says "unsupported, ask OpenAI" is the sentence an auditor will find.

Last generation, by design or by timing. GPT-5.6 Terra and Luna are the models in GovCloud. GPT-6 is what commercial Bedrock sells. Nobody has said when or whether the gap closes.

What To Do

Run a trial invoke in your own GovCloud account before writing a word of compliance language; the announcement is not a test result.

Get written confirmation from OpenAI if your contract requires the model vendor's word, because the model vendor's documentation does not yet give it.

The frontier is elsewhere: the government pricing moves this week were Anthropic's 40% OneGov discount and OpenAI's 10% FedRAMP uplift; the GovCloud models are the ones both labs replaced in commercial regions. Our model comparison has the current standings side by side.
